He was the eldest son of John Watney and Susannah Dormay and educated at Harrow School. He was knighted on 30 June 1900 at Windsor Castle
His Uncle was James Watney, the brewer and Master of the Mercers' Company
He was appointed as Lieutenant for the City of London, and served for over thirty years as Clerk to the Mercers' Company and to the Gresham Committee a position from which he retired on 1 February 1907.
